Spain has traditionally been a fishing country and its inhabitants have always eaten fish on a regular basis. The importance of fishing activity and fish consumption has prompted wide-ranging legislation on health, hygiene, sales, water quality and particularly on fish and shellfish farming.

Fishing falls under a legislative framework in the form of European standards that regulate the Common Organization of Markets (COM) for sea fishery and fish farming products. This is then given a national focus via a law for sea fishing and another law for marine farming.
